Laurent Martel takes over as Director of Tax Legislation at DGFIP
Laurent Martel has been appointed Director of Tax Legislation , effective September 27, 2023. He succeeds Christophe Pourreau.
Laurent Martel is a graduate of the Institut d'Etudes Politiques de Paris and the Ecole Nationale d'Administration (class of 2006-2008, Aristide Briand).
Previously Managing Director of Finance, Purchasing and Risks at Réseau de Transport d'Electricité (RTE), Laurent Martel has extensive expertise in finance and taxation. He worked at Bercy, where he held a number of positions of responsibility, within the Public Finance Department (DGFiP), the Tax Legislation Department (DLF) and ministerial cabinets.
Laurent Martel will bring his strategic vision, his mastery of economic and public finance issues, his perfect knowledge of tax law and his managerial skills to lead the tax policy projects carried out by the Tax Legislation Directorate.
The Tax Legislation Department, which reports to the Public Finance Directorate of the Ministry of the Economy, Finance and Industrial and Digital Sovereignty, designs and drafts tax-related legislation and regulations. It assists ministers in parliamentary debates on tax issues. It drafts general circulars on the application of tax law and responds to requests for solutions from taxpayers or their advisors. It also negotiates tax treaties between France and other countries, and represents France in international and European tax bodies (OECD, EU).
