Appointment of Emmanuel Moulin

Emmanuel Moulin, Inspector General of Finance, has been appointed Secretary General of the French Presidency.

A graduate of Sciences Po, ESSEC Business School and Ecole Nationale d'Administration, he began his career at the World Bank in Washington.

He later joined the cabinet of Jean-Louis Borloo, Minister of Employment, and that of Christine Lagarde at the Ministry of the Economy, Finance and Industrial and Digital Sovereignty, before becoming head of the Elysée Palace's economic department for President Nicolas Sarkozy during the euro crisis.

After serving as Deputy Managing Director of Eurotunnel and Managing Director France and Benelux of Italian bank Mediobanca, he became Bruno Le Maire's Chief of Staff at the Ministry of the Economy, Finance and Industrial and Digital Sovereignty.

He was appointed Director of the Treasury at the Direction Générale du Trésor in November 2020, then Chief of Staff to Prime Minister Gabriel Attal in 2024.
