Vincent Lidsky is appointed Chair of the ÉRAFP
Vincent Lidsky, General Inspector of Finance, has been appointed Chair of the Établissement de Retraite Additionnelle de la Fonction Publique (ÉRAFP). He succeeds Dominique Lamiot, general administrator of public finance.
The ÉRAFP is the body responsible for managing the additional public service pension scheme (RAFP). This points-based, funded scheme, which is common to permanent civil servants in all three sectors, enables civil servants to contribute to a supplementary pension based on their bonuses. The RAFP’s Board of Directors, chaired by Vincent Lidsky, sets the acquisition and service values of the points, as well as the investment policy for the plan's reserves, with the aim of ensuring its long-term viability.
After graduating from ÉNA, Vincent Lidsky joined the Inspectorate General of Finance in 1992 for his "tournée". After joining the Budget Department, he was head of the Social Transfers Office between 1996 and 1999, then held a number of technical adviser positions at the Ministry of Finance between 1999 and 2002, in the offices of Dominique Strauss-Kahn, Christian Sautter, Florence Parly and Laurent Fabius under the Lionel Jospin government.
Following these experiences in ministerial offices, he held a number of management positions in the insurance sector: Deputy Director of the Caisse Centrale de la Mutualité Sociale Agricole (CCMSA ) between 2002 and 2005, and Director of Institutional Relations for the Fédération Française des Sociétés d'Assurance between 2006 and 2008.
Appointed Inspector General, he was Deputy Director General of the Île-de-France Region in charge of development from 2009 to 2010, before joining the Inspectorate General in 2011. Since then, he has been Inspector General. In this capacity, he was Vice-Chairman of the High Council for the Future of Health Insurance (HCAAM) between 2012 and 2014, and has been a member of the ERAFP Board of Directors since 2020.
At the same time, he represents the French government on the boards of several public companies and organizations in the transport sector, including Voies navigables de France (VNF), Société du tunnel euralpin Lyon-Turin (TELT) and Société du canal Seine-Nord-Europe.
